That's the contractor seed mix problem. It often contains annual ryegrass and Kentucky 31 tall fescue, which are notoriously contaminated with weed seeds like dallisgrass. The straw used as mulch can also introduce Johnson grass. You're seeing the result of that low-standard seed. A full renovation with quality seed is usually needed.
You should avoid any foot traffic for at least 3-4 weeks to allow the seedlings to establish firmly. The lawn will be mowable in about 5-6 weeks, once the grass reaches about 3-4 inches tall. Consistent, light watering is crucial during this establishment period.
